Tatum was scheduled to speak at the University of Houston about the military draft the following day, March 6. Tatum served as executive secretary for CCCO from 1956 to 1972. Twice imprisoned for refusing to register for the draft, he used his position in the organization to counsel attorneys and men on filing as a conscientious objector.
